Yes. Completely normal, and not a problem.
There's no pace that makes you "a runner" and no pace that disqualifies you. Plenty of people start at a shuffle that's barely faster than a walk — and that's exactly the right place to start. Speed is the thing that comes last, almost on its own, once you've built the habit and the base. Chase it early and you'll just get injured or burnt out.
The runners who improve aren't the ones who started fast. They're the ones who kept showing up. Slow and consistent beats fast and sporadic every single time.
